The36 spokes arestainless steelw/5/8″gold anodized aluminum nipples. These will accept 20×1.75-2.40 tires (406mm)

It is not a manufacturer defect or blemish if the finish has small visual issues. You may want to polish them with a soft cotton rag and an aluminum polish to achieve mirror-like shine. Polished parts do need to be periodically polished to retain maximum shine.
